LA EDUCACIÓN A DISTANCIA EN BOLIVIA. ANÁLISIS DE SU EVOLUCIÓN, SITUACIÓN ACTUAL Y PROPUESTA DE MEJORA

Abstract

Este trabajo constituye un estudio, en todo lo concerniente a la educación a distancia, desde la situación histórica y la situación de las leyes de México, Alemania, Bolivia y sus países vecinos, buscando implementar esta modalidad en Bolivia, de manera tal, que la misma se encuentre correctamente legislada, evitando los diferentes conflictos que se presentan, en la tramitación de títulos a nivel pregrado y posgrado, mediante el empleo de la educación a distancia; visualizando en todo momento, la contextualización de ideas fundamentales. Tanto de la bibliografía consultada, como de la valiosa colaboración que proporcionaron los entrevistados, (expertos en la materia) permitieron arribar a los fundamentos y bases teóricas doctrinales, para poder dar solución al problema planteado con la elaboración de una propuesta de ley, que luego de un análisis fue validada, permitiendo recomendar que esta propuesta, sea presentada a las autoridades competentes por ley, para su aprobación y promulgación.

This work constitutes a study, in everything related to distance education, from the historical situation and the situation of the laws of Mexico, Germany, Bolivia and its neighboring countries, seeking to implement this modality in Bolivia, in such a way that the it is correctly legislated, avoiding the different conflicts that arise, in the processing of degrees at the undergraduate and postgraduate level, through the use of distance education; visualizing at all times, the contextualization of fundamental ideas. Both from the bibliography consulted, as well as from the valuable collaboration provided by the interviewees, (experts in the matter) allowed us to arrive at the foundations and theoretical doctrinal bases, in order to solve the problem posed with the elaboration of a bill, which later of an analysis was validated, allowing to recommend that this proposal be presented to the competent authorities by law, for its approval and promulgation.
