LA BUENA ADMINISTRACIÓN EN EL CONTROL FISCAL EFECTIVO, ESTRATÉGICO Y GERENCIAL DE LOS RECURSOS PÚBLICOS

Abstract

La TESIS DOCTORAL comprobó las hipótesis planteadas por el autor en el plan de estudios; pues se elaboró, presentó, aprobó e implementó El NUEVO MODELO DE CONTROL FISCAL resultado de años de experiencia e investigación que introdujo el control “concomitante y preventivo”, la creación de NOVEDOSOS SISTEMAS DE PLANEACIÓN E INSTRUMENTOS DE GESTIÓN Y VIGILANCIA, CON RESULTADOS VISIBLES EN MATERIA DE INTELIGENCIA ARTIFICIAL.EL CONTROL FISCAL OPORTUNO, EFECTIVO Y GERENCIAL RESULTADO DE LA REFORMA CONSTITUCIONAL EN COLOMBIA, contribuyó en la aplicación de los principios de la buena administración en el uso de los recursos públicos en términos de oportunidad y efectividad y fue respaldado por LA CORTE CONSTITUCIONAL, como máximo tribunal que salvaguarda la integridad y supremacía de la Constitución Política que sitúa al ser humano como la razón de ser, principio y fin del ESTADO SOCIAL DE DERECHO y la dignidad humana es su verdadero sentido, postulado que coincide con la OCDE La Constitución Política de Colombia, establece que la Soberanía reside exclusivamente en el pueblo del cual emana el poder público. En ese sentido, el presente estudio, contribuyó en la formulación e implementación del nuevo modelo de control fiscal que desarrolla la Buena administración como un derecho fundamental de los ciudadanos y un deber de los Gestores públicos.The doctoral thesis tested the hypothesis raised by the author in the curriculum, since a new model of fiscal control, as a result of the authors’ experience, was developed, presented, approved and implemented. This new model introduced a “concomitant and preventive” control, created novel planning systems and management and monitoring instruments, with visible results in the field of artificial intelligence. A timely, effective and managerial fiscal control, as a result of constitutional reform in Colombia, contributed to the implementation of the principles of good administration in the use of public resources in terms of opportunity and effectiveness and was endorsed by the Constitutional Court of Colombia, which protects the integrity and supremacy of the Colombian Constitution. The Colombian Constitution considers the human being as the reason to be, the beginning and end of the Social State and human dignity as its main reasons, which agrees with the OECD’s policy. Colombian Political Constitution states that sovereignty resides exclusively in the people from which public power emanates. In this sense, this study has contributed to the formulation and implementation of a new model of fiscal control that develops good administration as a citizen's right and a duty of Public Managers.
