Leviatan vs. Liberty

The purpose of this paper is to reflect on the importance that the figure of Leviathan has implied in the constitutional legal field, based on the political theorization forged by Hobbes. Analysis that continues with the study of contemporary currents of constitutionalism. Finally, the absence of protection and guarantees of fundamental rights and public freedoms, which are currently suffering a violation, due precisely to the different pandemic events that affect humanity, is examined.
The Plurinational State in Bolivia

The purpose of this paper is to reflect on the features of the Plurinational State in Bolivia, instituted in the Bolivian Constitution of 2009. For this, it will be necessary to contextualize the chain of Constitutions that have been taking place throughout Bolivian constitutionalism. Paying special attention to the current Constitution, which introduces the change in the model of the State, deleting the word «Republic» and replacing it with that of «Plurinational State». To conclude, the study of the Public Power is approached with specificity to the Electoral Organ, given its peculiar recognition as the fourth State Organ.
