“Emergency early warning and decision making under uncertainty”

Abstract

Recientemente, los eventos de emergencia (EE) han ocurrido con frecuencia y han causado pérdidas y daños que tienen un impacto negativo en la vida humana y el desarrollo de la sociedad. Hay muchas actividades de gestión de emergencias, como identificación de factores críticos de los EE, alerta temprana de emergencia, generación de planes de emergencia, toma de decisiones de emergencia, etc., que pueden ayudar a los decisores a conocer los EE en profundidad y responder a dichos eventos de manera oportuna y precisa. La gran importancia de estas actividades ha atraído la atención tanto en el ámbito académico como político y se ha convertido en un tema de investigación candente en los últimos años. Sin embargo, aún existen limitaciones que es necesario estudiar. Por tanto, esta memoria de investigación tiene como objetivo proponer varios métodos de alerta temprana de emergencia y toma de decisiones en contextos con incertidumbre. In recent years, emergency events (EEs) have occurred frequently and have caused numerous losses and damages that have a negative impact on human life and their society development. There are many emergency management activities, such as, identify critical factors of EEs, emergency early warning, emergency plan generation, emergency decision making, and so on, which can help decision makers to know EEs deeply and respond EEs timely and accurately. Due to the significant importance of these activities, they have draw great attention from both academic and political and become hot research topics in recent years. However, it is undeniable that there are still limitations that must be studied and challenges that must be faced. To address these challenges, this research memory aims to propose several new emergency early warning and decision making methods under uncertainty. The effectiveness and superiority of these methods is shown through related case studies and comparisons.
